Kansallisen ryhmän käynnistystilaisuudessa tiistaina 12.4.2005 käytiin keskustelua asiakkaiden ohjaustarpeiden ja ohjauspalvelujen tarjonnan välisestä suhteesta. Erityisesti tarkasteltiin seuraavien ryhmien tilannetta:

* maahanmuuttajat

* erityistä tukea tarvitsevat (esim. liikunta-, kuulo- ja näkövammaiset) sekä koti- ja koulukodeissa asuvat lapset ja nuoret

* vailla koulutusta tai koulutuspaikkaa olevat nuoret ja aikuiset

Mitkä edellisten ryhmien ohjaustarpeista jäävät "katveeseen"? Mitkä tekijät vaikuttavat siihen, että nykyiset ohjauspalvelut eivät vastaa em. ryhmien ohjaustarpeisiin ja kysyntään? Millaisia toimivia käytäntöjä on tällä hetkellä olemassa? Mitä aiheeseen liittyvää tutkimusta tai millaisia kehittämishankkeita on olemassa? Mihin tutkimusta tai kehittämishankkeita tulisi jatkossa kohdentaa?
