The aim of the CHANCES subproject of the Institute for Educational Research (IER) was to gain an understanding of guidance service arrangements as a whole by assessing, consulting and studying regional, multiprofessional and cross-sectoral guidance cooperation. A systemic model was constructed during the project in which guidance is examined as regional service arrangements
