Brief overview. The educational legislation reform (1998) amended the regulations so that they are independent of the way in which education is provided. The aging population and problems in pension arrangements in several EU member states call for raising the age of retirement and more flexible forms of retiring. According to the OECD reviews, policy makers have not really supported active aging by creating new kinds of services.
